Roundtable "Inter-municipal Cooperation for improvement of local public services of water supply and sanitation: from theory to practice" 17.04.2013
On April 16, 2013, in Chisinau at the initiative of CALM in partnership with the GIZ Moldova was organized the roundtable "Inter-municipal Cooperation for improvement of local public services of water supply and sanitation: from theory to practice". The event hosted over 20 representatives of experts in the field, national and international implementing agencies such as the: USAID, UNDP, LGSP SDC, ApaSan, BDO, etc. The objective of this meeting was to identify the experiences of implementation in practice of the concept of inter-municipal cooperation and the identification of risks and challenges accompanying this process. During the meeting each participant had the opportunity to present its own experience in the implementation of the inter-municipal cooperation in Moldova. Thus were identified the risks, challenges and problems which have arisen in the implementation of projects of inter-municipal cooperation in Moldova. Implementing agencies experts have drawn attention to the fact that often the existing legal framework limits the initiatives both of local public authorities and of donors. Previous experiences or adjusting the pitfalls of amending such legislation have focused more on the settlement of problems in a specific region without being taken into consideration the impact of this amendment on the entire system. CALM and the implementing agencies highlighted the importance of consultations at every stage of implementation of inter-municipal initiatives with all the involved stakeholders in the process, in particular with LPAs, because only they know the situation in the field and can provide objective information about the situation. |
